Sir Francis Drake wore pantaloons - which you can make by tucking your pants into long socks. He also wore a white ruff around his neck - cake doley. He had a pointed beard as well.

He was most famous for keeping the English fleet waiting whilst he finished his bowls game.

The English and Spanish were at war over supremecy of the seas at the time and the French could be seen on the horizon, coming to invade. England has not been invaded since 1066 - so Drake's beating of the Spanish was a key part of English history.

First, a reference picture:

What does he have in his closet? A nice vest over a black shirt would look great. To look more like the picture, add a grey or white collared shirt under both shirts, and pin a lacy dickie so it rides high on his neck. A plastic sword would be a nice touch- see if your neighbors might have one that you could borrow. If not, make an early-morning run to Walmart, Party City, a toy store, etc. They usually don't cost much, and they add a bit to the costume! Finish it out with dark colored pants and either boots (not lace up!) or shoes without laces. An explorer probably wouldn't wear them, but if nothing else, you could find a pair of neutral-colored high-heels, but not with too pointy of a toe.

Yeah, that's a dude o.O

And next time, tell your brother to get started before the night the project is due!
