Our minds get so full of this unusual fact that the subconscious mind forgets to do it job for a second. Of course, when it realizes that it is putting our lives at risk, it resumes its normal processes.

Actually it doesn't do that. When you get startled your adrenal gland(They sit on top of your kidneys) gives off Adrenaline which speeds up the heart, restricts blood vessels(Reduce bleeding)

I think its just innate/instinct...used to help the cavemen jump and start their adrenaline rushing so they can get up and run away from predators.
