Its sock lint and stuff that gets jammed in your toes like algea and dirt or what ever scum your foot comes upon that does not get washed off and sticks in between the crevices of your toes oh yea and also sweat from your feet and it all just makes a gummy jammy mess.

Toe jam is when the skin between your toes rubs together and balls up and mixes with the sweat from your feet by wearing shoes all day long and creates a pungent odor. It also mixes with sock lint. People have a bad case of the toe jimmy's all the time so, it's a common thing that it happens. Even foot powder will ball up with the sweat. It's treatable by bathing the feet every day and leaving your shoes off on the times that you don't venture out of doors. Clean socks daily inside out to remove old skin in the weaves and naps.

Toe jam is sweat and dry skin. mixed together you get toe jam.
If you try wearing sock that are l little thinner so your feet can breath in them, this problem should stop. Or in some cases you could simply put on a pair of socks with your shoes. If you tend to wear shoes like CROCKS made of rubber and no breathing room. This problem will get worse.
