The stiff flex is more for a power hitter because it doesn't flex which will rely more on your raw power while the regulare flex will bend more to create whip which will give you more bat speed. It is mainly for contact hitters looking for more power.

The Stealth Stiff Flex BST7 baseball bat combines a Carbon Nanotube Opti-Flex handle with the ultra durable Sc90 Alloy barrel using the patented Easton ConneXion technology. The Stiff Flex design is more rigid than the BST6 counterpart model while still providing 1 1/2 times more flex than standard aluminum.
