Just because they are not doing what I want them to do, does that mean they are being selfish, or what?

well, that really depends on the situation. it can mean that they are being selfish, or it could mean that you are being selfish for wanting them to do something.

for example: if you want them to pay for your dinner, and they dont want to, you are being selfish. if you paid for them last night, with the understanding that they would pay tonight but they wont, then they are being selfish.

of course, this is not always the case either. they may have meant to pay, but forgot their wallet, or had an unexpected expense etc. you have to look at the whole context of an action or inaction to see whether something is selfish or not.

Well there would really be no reason to look selfish. You are just telling the person the truth, nothing but the truth, plus its not really selfish because you are paying attention to other people's personality, not yours.

selfish is a label and a name you are calling someone.
actually they are entitled to their own interests, feelings and needs,
just like you are. determining who is 'selfish' is unhelpful.
instead, tell the person what are you feelings and needs.
"when you come to dinner so late, i feel frustrated, because i have a need to get a good night's sleep before work"
and try to understand what feelings and needs are driving their behavior - they are doing it because they are trying to get their needs met. email me if you want to know more
you can also ask them if they are willing to make a change to meet your needs:
"when you talk on your cell phone during dinner i feel lonely. would you be willing to turn it off for the rest of our dinner?"
