NO. they should not be kept together for any reason. if you have a lot of experience in keeping reptiles (which i can obviously see you dont) you can properly set up a "community tank" but you have not said what species either are, and you are keeping them in a bowl? please let me know the species and i will find you a good caresheet.
animals of different species harbor different diseases, parasites, etc. which can be passed, and although your turtle and other specimens within the same species may have built up an immunity for it, the frog wont be able to deal with it, and vice versa. and the turtle would without a doubt try to eat the frog. i feed my boxturtle frogs on occasion, he loves them.

first off, neither should be in "just a bowl" and second, both require VERY different set ups and maintence. the turtle will need uvb light and heat lamps, an on land basking spot, a filter...and so much more. and no aquatic turtle will stay small enough to even fit in a bowl. the frog will need a heater, a filter, a maximum and minimum of 12 inches of water.... go to wnyherp.org to see their care sheet. but until you know better, i'd say don';t get either!

They should be fine as long as the turtle is well fed,and of an equal size,
if not ,the frogs name might be stumpy.
