Either find a way to prove this person's cruelty and have him prosecuted or stay away from him.

What on earth would bring you close enough that they would have that prolonged contact with your pets?? This reeks of something un-ethical...

Report them to their higer-up -- be prepared for full disclosure if something is goin on-- and seek another counselor.

Why are you bringing your dog to your counselor in the first place? Where are you that the dog is left alone with the counselor if this is a true question?
