Yes, but not by you! It takes a professional
that knows the danger to the respiratory
system & eyes from particles and dust when
scraping acoustic ceilings. In an occupied
home, one room at a time, sealed off from
the other rooms, so dust does not escape,
is best. The ceilings will need to be skim
coated with new plaster. Some independant painters do this work & offer free estimates
not just painting co's.

Safe yes but very messy!
Wear goggles and a mask and buy a high quality scraper.
You will need to have the ceiling re-textured too.
As long as you are going through the trouble and mess you might think about rounding the corners of your walls and re-texturing everything for an even, updated look.

Just remember that a popcorn ceiling covers all sorts of mistakes and also they don't put a very good final coat under it, you need to get plastic and line the walls and floor, spray it with warm water let it soften up then scrap it off. then put a good final coat on it then texture as needed.

FIRST of all its called ACOUSTIC ceiling and it is safe to scrape and it is very messy. The best way to do it is scrap with a 8 or 10 in mudd nife. after you are done you will need to get some joint compound to level out your ceiling after your done. I do all this kinda stuff for a living. The last ceiling we did i textured it without a hopper and the homeowners loved it.

My house was built in 73 and we removed the popcorn and went with a knock-down finish. Its really messy and you really should wear a mask while your scraping, other than that what else could be the problem.

First, make sure to test the paint for lead. This was available till about 1978 if memory serves, and stockpiles allowed that paint to still be found even into the 90's. If the paint is leadbased, you will need to verify any state regulations on the removal of such. Ask some of the local renovation companies about that, and get quotes, in case you need to use them. Lead based paint can be lethal in certain doses, and cancer causing in other doses, so please make sure to use an actual respirator IF you chose to do the task yourself.

There is a VERY good chance they contain ASBESTOS. Have it tested before you start. If they do you need an asbestos abatement contractor to remove them.

GET YOU A FLAT SPADE AND SCRAPE IT OFF AND THEN GET SOME SANDING BLOCKS ATTACHED TO A POLE AND SAND IT THE REST THE WAY SMOOTH. BE SURE TO USE A SEALER PRIMER BEFORE REPAINTING.
