The Republic had been disintegrating for more than 20 years prior to Caesar Augustus defeating Antony and removing the threat of Lepidus, his two co-rulers of the Empire. In fact, Julius Caesar, his great-uncle, had just barely managed to rescue the Roman Republic from chaos. Politics was traditionally based solely on the actions of the Roman founders but prior to Julius Caesar rise to power had become a violent free-for-all. When Caesar was murdered, Octavius was named his heir and proved is military and political genius repeatedly. Once he consolidated Roman rule under his leadership and that of his heirs, the various territories that came under Roman sway enjoyed nearly 300 years of stability and economic growth. For Octavius, now Caesar Augustus, power was impossible to relinquish. He talked about returning to a Republican government, but his ambition and the sheer size of the Empire wouldn't really allow that to happen. Without a strong central power figure, the Empire would have crumbled as it eventually did, in the early 400's. It would have returned to the days of chaos, because the people had become too numerous and factional to rule themselves.

I'm not quite sure I understand your question. When Julius Caesar took over the Republic, it became an Empire. Your question suggests that they were around at the same time (which some people may argue, with the senate still being around). Every great ancient civilization has a had a tyrant at one point or another. The idea of democracy wasn't truly able to work out until modern times, when America came around. Back then, they needed an emporer, it was just part of the way they lived.
