An unseen part of it comes from WW1. When Germany was ultimately defeated and left in ruins the conquering nations simply...left. Germany had no support rebuilding and had a bad horrible inflation until a charasmatic leader came. Adolf Hitler (Schickelgruber).
Hitler and the Nazi party began to lead the nation and people were blind to what was happening.
The signs were there, Charles Lindbergh was in Germany and witnessed the rearming of the military, warships were built bigger than the WW1 agreement. Germany even annexed Czechoslovakia and Austria with the western nations turning a blind eye.
Japan, Germany and Italy were allied and all three spread throughout militarily and ultimately by force.

Well, there are a lot of things that led up to World War 2.
The single most important was Nazi Germany's expansionist policies, and its attempt to take over most of Europe. Japan was also expansionist and wished to control most of the Pacific and eastern Asia.
