No, it is not true.
Water is a hypotonic solution compared to semen. That means there are more proteins, minerals, sugars and salts in semen. Sperm need these nutrients to function normally and to maintain the integrity of their cell walls.
Since tap water has very small amounts of minerals, you develop a concentration gradient between the water around the sperm, and the fluids inside the sperm. Nature hates a concentration gradient, so the sperm cell wall will allow water in through it's membrane, trying to dilute the materials inside, trying to equilibrate between the two. Problem is, the sperm will eventually rupture, as after allowing too much water, the cell wall gives way.
A similar example is your eyes. It hurts to put tap water in your eyes, how many people shower with their eyes open? People who need eyedrops use saline, because there is a lot of salts in the saline, so the cells in your eye's surface aren't damaged.

This seems wrong to me, because water can wash away your fluids and his, and you need both to get pregnant. Your fluids make it easier for his semen to flow upstream.
But I doubt it lowers your chances very much, particularly in the shower, where you are not totally submerged, so hey, why not have some fun?
