Dynamic HTML is actually the use of Client side scripting (JavaScript), along with HTML and CSS. The W3C standardizes HTML and CSS.
Standard Javascript is actually referd to as ECMAscript and standardized by ECMA International.

I would imagine it's the World Wide Web Consortium (W3C).
