Are high elves any good? Because I see that they have a 25% weakness to fire, frost, and shock. Is there any way to get rid of that? Because I like the character I just started with and don't want to have to start over because of that.

Well, you can reduce that problem by finding enchanted stuff that sheilds against magic or resists frost, fire, or shock.Since you went with an Altmer, I'd say that you need to go join the Mages Guild. Grab a sword and some light armor, as well.
Now, I'd also recommend having a higher agility and speed skill. You can dodge some to most spells.

there is no way to get rid of the weakness but altmers r good for magic but i like dunmers way better and sometimes starin over lets u do things u overlooked

Depends, whats your class (spell casterish, warriorish, hybrid?)
If your a spellcaster the high elf benefits are good enough, but overall its not as much difference as you may think,
almost nothin in the game uses spells, or at least not much

Every character has a downside just get yourself some good armor and weapons then your good to go.
