I think you must first take measurements with tape or else laser ruler. If you have a drawing of the house you can scale it up or down by making a grid say one inch square letting one inch equal one foot or other figure. Then you transfer the drawing freehand from one size grid to the other. You have to have something to start with. If you have a laser ruler you can take basic measurements and make a drawing from scratch.

If you do a google for "YourCountyname county property appraiser" it should give you a link to your county's Real Estate Assessment Data Online.

From there, you enter your address etc and have it display your house's info, you'll then have to look around closely to find the link but there should be someplace a Dimensions for Residential Building 1, on my county's web site you have to click the residential link first but anyway that is what you're likely looking for.

It is possible you will have to estimate some stuff, there's just no way you can reasonably measure every part of your house, but the county's data should help considerably.

For example, for my house it shows:
Segment Story Ext Finish Dimensions Area
A 1 STORY VINYL SIDING 28N12EB26E28S12WC26W 1064
B SCREEN PORCH NOT APPLICABLE 8N14ED8S14W 112
C 1 STORY VINYL SIDING 8S14W8N14EE 112
D OPEN PORCH NOT APPLICABLE 4E8S4W8N 32
E OPEN PORCH NOT APPLICABLE 10E4S5E4S15W8N 100

Then the next guy explains you about scale lol

HI,
TO ANSWER YOUR QUESTION, A TYPICAL ARCHITECT SCALE WOULD BE IN USE. IF NOT A SIMPLE RULER WILL DO . FOR EVERY 1/4" ON YOUR RULER IT IS EQUAL TO 1 FT. IF YOUR HOUSE IS 40 FT LONG THAT MEANS IN RULER IS 10" , BECAUSE IN 1 INCH IS EQUAL TO 4 FT OR 1/4" =1'-0" YOU CAN EVEN DO 1/8"= 1'-0" ( 1/8" IS EQUAL TO 1 FT.) IF YOUR HOUSE IS TO BIG TO FIT ON PAPER.
I HOPE THIS HELPS YOU GOOD LUCK!
