I don't have enough money for anything much more expensive so just be like "blah *gives name of good graphics card*" but please keep it in the 130-140 range.

Those cards are garbage, get an NVIDIA 7600GT minimum!

you need to get hold of the specification sheet, or the data sheet of both of those video cards, then compare the Pixel Shader Numbers or GPU clock rate and stuff like that
