Why do they call them "buildings" if they're already finished with them? Shouldn't they call them 'builts'?

The same reason why it's a "pair of glasses, "a" shirt but a "pair" of pants, a "pair" of shorts instead of a short,1 cow, but a herd of "cows". 1 sheep, but a flock of "sheep", 1 dog, 5 dogs, 1 deer, 5 deer, etc.
