Simple answer = last November there was an election that gave the majority count in the House and Senate to the Democrats. This new majority now shifts power and control mandating the president to work with the new Congress.

Because of the political views about the war in Iraq, the house of reps and senate (who the Democrats now have the majority control) are speaking against most, if not, all views the White House is taking. Especially with more outcry from the people, the White House is becoming a bigger and bigger target for both the House of Reps and Senate.

The House of Representatives is run by the Democrats and the Senate is powered by the Republicans. Thus, the Democrats did not realize what they want before the elections.
