It used to be bundled, but it has not been since the release of Tiger. It has nothing to do with your Mac being "lower end." If it came with Tiger, it didn't come with StuffIt. Fortunately, StuffIt is still free to download and use.

More software packages are moving away from StuffIt and towards using the standard zip archives. You can archive and unarchive zips from within the OS. (Control-click on some files to see "Create archive" as an option.) Until that becomes the norm, though, you can just grab the free download.

My Mac didn't have StuffIt either but for the most part my Mac will open most any files I download and the free StuffIt I had kept crashing so I deleted it and I've never needed it. A better app than besides StuffIt is the Unarchiver, you can download it from here.

for some reason, Apple stopped bundling stuffit in the lower end machines; but I thought they went back to offering it. Anyway, you can download the free stuffit expander & dropstuff

check versiontracker.com & you can get the one for your OS (I still use 10.3.9 so I have to stay away from tiger only apps)
