Fish, reptiles and amphibians are generally classed as ectotherms or exotherms. Birds and mammals are classed as endotherms. There are a few species ectotherms that have the ability to store body heat for short periods. There are a few birds and mammals that can lower their body temps and reduce their metabolism. Birds usually for short periods. Some mammals longer periods.

These terms are indeed a better way to describe the thermal regime of animals. Cold blooded or hot blooded is just too ambiguous and not really accurate.
