is it necessary that the colors and shades contrast each other or is it ok to wear a shirt and tie that are roughly the exact same color?

Yeah you shouldn't wear your tie and shirt the same colour, say id your wear going for a white shirt, you would go for a nice shade of light pink, or lilac or even a pttern on the tie is o.K , you just wouldn't go for a white shirt adnd white tie you want the tie to stand apart and not be a part of the shirt, no what I mean. If you really are unsure go to a mens store and ask them that you have a shirt , give then the colour and ask them what coulour tie would go well with this, most people are happy to assist you could even purchase 1 tie for helping you out. I mean you don't want to look like a clown.

Nope. It's just that you'll be monochromatic, which is a very nice look if you ask me. They have to be the same color though, perhaps with two different finishes (satin tie against cotton blend shirt).
You'd look fine.

Yes, very wrong, why would you match the shirt and tie, the point is that you WANT people to SEE the tie, otherwise, why would you ever wear one???

i suppose it's ok, anyway better than a color than would be tooo much of a contrast. However, if you want to wear same color, have a shade be little different.

Regis from "Who Wants to be a Millionaire" made that style very popular but that was a couple years ago. I think it's still O.K. but I prefer some contrast.

Um, kinda. It won't make such an impression But do not go and use COMPLETE opposite colors, as that will draw attention from you and to your tie.

If they are the same exact color, it can look cool, but if they are slightly off at all it looks bad. It's sort of risky, I wouldn't do it, unless you are sure they are the exact same color.

Its your preference really. I personally don't like it I think the shade needs to be a little different, But if you want to rock it go ahead.

I wouldn't say it is wrong but I tie is more of an accesory, and should complement your shirt. I actually love the new colors. purple and pink. guys may think they are queer but guess what the girls think there hot!!!!

I think either way a guy would look good, for as long as the colors go together well.
