It is the example they proclaim to live, but fail miserably at. They should be more concerned with helping those outside the church, rather than merely helping themselves.

I don't think any non-profit org has any responsibility to help others. However most churches greatly support their neighborhoods, and the residents of those neighborhoods! Most churches have outreach programs of many different sorts. After all the bible does say love thy neighbor! Churches here in Virgina offer everything from assistance with utilities to counseling (marriage, couples etc.)
It can feel good to do things for others, just for the sake of doing it!

Generally speaking: It's your responsibility to take care of yourself. Specifically speaking of Churches: They are under absolutely no obligation to help, offer to help, or in any way give you a hand or hand out.
Now, having said that, I should also point out that most churches will gladly give you a hand ... though not a hand out ... simply because they are filled with good people who care about others. In the end, "the church" as you put it, boils down to a few people willing to help someone who is at the moment less fortunate than themselves.

All churches that are real and following the bible should be responsible for helping others and most are and do help those in need. All Christians living their faith should be responsible to help others since that is what we are called to do as Christians.

I think all churches feel it is there duty to help others- the problem is what they define as "helping"- this usually means first trying to convert you and tying food, aid and support to conversion / missionary efforts
