BR is short for Bulged Reflector and the numbers (30 or 40) indicate size in 1/8ths of an inch. So a 30 would be 3 3/4" Dia. and the 40 would be 5" Dia. To see some of the different bulb shapes and designations go to: http://www.lightbulbplace.com/bulbID_DD.htm
The regular R bulb doesn't have the Bulge and therefore a little shorter than the BR because of the additional space the Bulge takes up. I don't know the specific reason for the bulge.

Basically they are two different types of bulbs used in a flood light situation. Your fixture may require one or the other, but they maybe interchangeable. If your fixture requires one or the other, there should be a sticker inside the fixture that states this.
You find these bulbs are normally for indoor application such as recess cans or as a down light over a dining room table.

The number corresponds with the angle that the light will shine out of the bulb at i.e. a br 40 will have a bigger light spot than an r 30.
