Communist Russia (USSR) under J. Stalin. It was not fun for the peasants either as MANY resented only being allowed to keep 10% of what was grown for themselves. By the time communism fell it was reported that 90% of the crops in the market came from the only part of the land the peasant farmers cared about: their 10% plot's harvest.
