When someone approaches a newspaper rack/stand the potential buyer seems to take the one underneath the top or one several down from the top. I have seen this activity on a daily basis as I work in a convenience store. It puzzles me and I never bothered to ask them.

I go with WJ on this. It's unconscious, but I believe it has to to with the cost of the paper and the value a person puts on it. People want the paper to be as "new" as possible, since they're paying for it. I usually do this myself. I write stuff for my college newspaper, and when I want to save a copy for myself or family, I only take the top of the stack when it looks like it hasn't been touched. But if I've got nothing in it, I just take whatever I can find, as it is free.

Because they want to buy a paper that isn't missing anything like
a TV Guide or sales paper. I do that myself, After buying a paper
with half of it missing I paid extra to have one set back for just that reason.

Because usually people thumb throw the top paper and it gets crinkled and sometimes things fall out of them so they feel if they don't take the top one they get the untampered with paper.

the reason people dont take the top newspaper is because it is defective... other people might have touched it...
