I think that it is a bit hard to put a homeless man under house arrest if they dont have any where to live. Did u stop to think that some homeless people will break the law to get locked up so they at least have 3 meals a day and somewhere to sleep.

The answer is no. A man with no home to go to has to serve his time in jail.
