Ok so, I cannot buy rights to public domain. How do I find out the status of something that is going to public domain? How do I figure out stuff is public domain?

If it is in the public domain, that means anyone can use it without paying royalties to any copyright holder. So anyone who is trying to sell you the rights to works in the public domain would be selling you something that is in fact worthless.
