the first person buys the cigarettes and sells them to others who continue to sell them. is that legal in Ontario?

YES, you need to hold a license to sell tobacco under Canadian law. Selling cigarettes without said license is considered distribution of controlled goods and carries charges similar to drug trafficking.

No, it is not legal. The main reason is that by doing that, you are bypassing the taxes on cigarettes, and whether it's the US or Canada, they want every single penny of their tax money

I don't know about Canada, but very illegal in USA. It has everything to do with wholesale stickers, taxes paid...I would bet Canada isn't too different, if at all.
