do you have a bank account? a credit card?
after you go to the abvious website and sign up for an account, you will need to provide them with information regarding your bank account. paypal will act as middle man. if you buy something on ebay for 10 dollars, paypal will pull 10 dollars from your designated bank account and then deposit it into the seller's paypal account. get it?
you'll need to authorize your bank account which may take a week or so. you can sign up if you have a check book and use the account # and routing # listed on the bottom left of the check. or you can link your paypal account to a check card.

I got pay pal through ebay. you can probably also go to the pay pal website to sign up.

you're need a bank account, then they'll send you deposits and you have to check your account and report back to them that you received the deposits and how much they were. once the account is authenticated you can then go ahead and send and receive money.
