There is always the beach but i have found a few other reasonable things. Below i have listed over 6 thing to do under 5 dollars i hope you find something you enjoy.
Sunset cliffs

Sunset Cliffs lies south of Ocean Beach and has several beaches below. Named for its exquisite sunset vistas, Sunset Cliffs Park encompasses 68 acres of bluffs and walking paths high above the wide expanse of the Pacific Ocean. With its rugged coastline and panoramic views, this area is popular with surfers, ocean-gazers, and folks who like to cruise Sunset Cliffs Boulevard, which runs the length of the cliffs. The drive along Sunset Cliffs Boulevard, which begins at Adair Street and continues south to Ladera Street, offers breathtaking views and photo opportunities. It also makes a nice bike ride or walk, and it’s a great place to watch birds. You can see migrating California gray whales during the winter months from high on the bluffs.
Chula Vista Nature Center
Admission 5 dollars
Interactive exhibits at the Nature Center describe the history, geology, ecology, natural history and bio-diversity of Sweetwater Marsh and San Diego Bay. Exhibits include a shark and ray tank, aviaries housing waterbirds, hawks and owls, bird watching platforms and drought tolerant gardens attractive to hummingbirds and butterflies.

ACTIVITIES
Activities at Cabrillo National Monument are as varied as the resources:
• Who was Juan Rodriguez Cabrillo? Find out more about the 16th century explorer that the park is named for.
• Hiking: The two-mile Bayside Trail affords spectacular views of San Diego Bay and the city beyond, and takes you through one of the last remaining remnants of coastal sage scrub habitat in the world.
• Tidepooling: The rocky intertidal area at Cabrillo National Monument is one of the best protected examples of these unique ecosystems in Southern California.
• Visiting the Lighthouse: Be sure to see the Old Point Loma Lighthouse, one of the original eight lighthouses on the West Coast, restored and refurnished to reflect what life was like in the 1800s. In the adjacent Assistant Keeper's Quarters, interactive exhibits tell the story of the Lighthouses of Point Loma.
• Military History: In an historic radio station building, the exhibit “They Stood the Watch” presents the military history of Fort Rosecrans.
• Whale Watching: Experience the annual migration of the Pacific Gray Whale as these majestic mammals pass by the park from December through February.
Also on your way to cabrillo there is a huge military cemetary that sits high above point loma
Leather neck museum

This one-of-a-kind Aviation Museum was developed by a dedicated curatorial staff, with the help of many volunteers. What sets this museum apart from all others is the fact that it is the only museum in the World dedicated to preserving the incredible contributions made by Marine Corps Aviators and their ground support personnel.
The museum is comprised of an outdoor area, displaying an average of at least twenty five vintage aircraft and an indoor display of memorabilia and artifacts dating to the earliest days of Marine Corps Aviation. Many items are one of a kind and range from fine art portraits to military clothing and weapons used during specific campaigns. The museum holds the only exhibit in the United States devoted to the history of the Woman Marine, including original uniforms, history timeline and memorabilia. The museum also displays the permanent trophies and the current year recipients of twenty five individual and unit awards, selected by the Commandant of the Marine Corps for excellence in their occupational speciality.
Directions
The museum is located directly across the street from 8604 Miramar Road. From I-15, proceed west for 1.3 miles and turn left into the parking lot. From I-805, proceed east for 3.9 miles and turn right into the parking lot. Look for the Marine Corps flag on the fence.
La Jolla seal beach

The Casa Beach (or Children's Pool) is a rich, natural setting with harbor seals on the beach, gray whales and bottlenose dolphins offshore, brown pelicans on the rocks, cliff swallows darting about, ground squirrels on the bluffs, a wealth of invertebrate life in the tidepools and even an occasional sea lion or elephant seal making an appearance on the beach. This all makes for an abundant experience of coastal wildlife, right on our doorstep - and it's free!

Go to the beach, and then go to balboa park and you can walk around see the sights. Balboa park has the hall of champions if you like sports, and it has a little place where you can see a bunch of stuff about other countries. Theres also free samples in some of the countries. Then theres also the I max theater there too but that may cost a few bucks.

If you're here for a few months and will be staying somewhat close to the beach then take up surfing. Pick up a used longboard for a hundred bucks or so and a wetsuit (a few hundred) and the rest is free.
