Who controlls minimum wage, federal or state governments?

I thought it was a federal law, but I read that states can set their own minimum? How is this possible?

Both, states can set their own minimum but whichever is higher takes precedence.

they both do, however, the states can not go below the federal minimum wage if they choose to set their own
