And is there any way to tamper with them so they flush normally?

Some guy in California figured we could save a gallon of water per flush. Since he spent his entire day consuming the products of a local vineyard, he had no problems with "flush-ability". Us normal healthy men know that it is simply not enough water. It's like trying to float a log down a ditch.
Unfortunately there is no solution. You would need a bigger tank. Thankfully they last forever, so you can get an old one at a salvage yard. Getting one with a lid is another story.

Mess with the chain connecting the flush valve to the flapper. Shorten it just to the point where it will fully close and then you still may have to hold the handle.
Has al gore asked you to pay for extra water credits?

The guy that designed it was a "low volume pooper" and a couple of cups to discard was all he needed. WELL, not in my house... we are all full of it and need a bit more juice to get it down and away.

Replace it.
