Sounds like your seal (wax ring--cost under $5) needs replaced. That would explain the leak coming from under the toilet. The snaking problem could be roots growing in one of the outside lines holding the paper in clumps before they get washed away to the main sewer line. Could be helpful to call in a drain videographer to catch the reason on video tape once and for all. All the money it cost to unclog the drain 4-6 times a year could be solved in ONE video snake. Think about it and good luck! I'm having sewer problems myself and will be making an apt soon for the video snake. Tired of snaking the dang thing out so often! Good luck!

Do you have a septic tank in the yard, or does your sewer pipe go to a public sewer system?
If you have a septic tank and it hasn't been pumped out in over 5 years, then that's the likely culprit. also, the pipes going out to the leaching field may be plugged. Once the septic tank is clear, flush some "RID-X" down the toilet every month to keep it 'healthy'.
If you have to snake the toilet, make sure you're going far enough to clear the clog. There may be an obstruction further out than what you've reached already. If there's water from the bottom of the toilet, replace the wax doughnut under the toilet. It's leaking.

My dad has this same problem a few years ago because he kept getting tree roots in the sewer line. He ended up having to dig up the line going out to the street and replacing it because it was all broken. Hire a plumber who uses cameras and have them see what exactly is going on in your line. if water is leaking out the bottom of the toilet the wax ring needs to be replaced its a fairly simple job just can be messy

once we had problems and my father in law said to put active yeast down the toilet and continue to do it once a month. I haven't had any problems since.

is any other drains stopped up, if so, problem is with the main line,if not, are you putting gease in the line, if not, you may need to replace the line, email me let me know more
