I'd say a high technical background, extensive knowledge of computers and networks, possibly also programming. You also need to know how networs work and be able to build one and keep it working and supported and a knowledge of all the software currently used at that particular place. And finally how all that technology works together in the particular business that is being run that makes it all happen. Hope this helps.
