I have to make a homeade instrument for school and i have no clue were to get to supplies for it, wal-mart doesnt have it.

Michael's art & crafts store have it. Look for the plasticine in the clay/sculpting section, and look for the dowels by the plastic models & woodworking section. Good luck!

Around here, a lot of the bigger grocery stores have plasticine clay in the school supplies or kids toys sections, usually in a box the size of a pound of butter/margarine with 4 colors the size of stick of same. But you will have problems making instrument from plasticine as it never hardens. That is its whole purpose to model, staying soft and reworkable until a plaster mold it made of it.
If you are wanting to make something hard, you probably are thinking of polymer clay like Sculpy or Fimo which is soft out of the package and hardens rock hard when baked at under 300F
