I have no idea who that was, but it doesn't look like Owen. Not to mention it wasn't a neck break that killed him. It was blunt trauma to the chest, if I recall correctly.
EDIT: Apparently it's Vic Grimes from the Deathmatch on XPW.

That is not the Owen Hart incident; that was Vic Grimes who was thrown off by New Jack in an XPW Scaffold Match. New Jack was extracting payback for a past botch that was Grimes' fault; it left him blind in one eye and made him lose his short-term memory.

he died right away in the ring by falling from 70 feet above
