Thye ugly truth is there is no way. She's going to be disappointed and possibly hurt. Definitely it will affect your relationship at first. Hopefully, she's a good person at heart and will get over it. Most persons do eventually. She'll realize eventually that it's not your fault (youdidn't make the decision) and she will wnat to be friends again.
I wouldn't tell her myself, instead, let her find out through the proper channels, i.e. memo posting, re-org announcement.

If she's a friend or a close acquaintance, how about "hey, I just got some really good news - I got promoted to xxxxxxxxx".
If she's a coworker but not especially close, she'll hear about it soon enough so I'd just leave it alone.

Best thing to do, is to not tell them. Let them find out on their own. I know in a lot of fields, this can cause a problem. Just don't bring it up.

You said she was close so hopefully she will be happy for you..just tell her you have some good news that was a surprise to you, to share and you hope she will be happy with you and it should not change your working relationship.

you really dont need to tell her anything if she's your friend and will eventually find out then she'll be happy for you but she dont pay your bills and i wouldn't even worry about what she thinks just keep moving up that ladder and best of luck to you.

be gentle; but don't act like you regret getting the promotion. you deserve it if you worked harder, and she needs to know that - and if she's jealous & resentful for a long time, she isn't that great a friend.
