Some state funded colleges get paid based on their attendance numbers. In CA, community colleges typically are like this.
Otherwise, it's just something some professors do to judge participation. It can be hard or impractical to determine how "attentive" someone is. Participation shows a base line of effort. I mean, how would you figure out someone who shows up half the time but is super attentive in some of those classes but not in others?

No. A professor never says the same thing the next day. Attendance and attentiveness are both required.

Attendence should not be required if you are teaching only out of the required text. If you use other methods, like group discussions or have guest speakers, attendence should be required on those days.
