More "faction" than fiction, but Brigid Keenan's Diplomatic Baggage, the Adventures of A Trailing Spouse is partly set in Kasakhstan - very readable, and very funny in parts. You might enjoy it for a change from sci-fi.

MacLeod's The Sky Road, part of the same universe as The Star Fraction, is set even more in Kazakhstan.
