Do you mean you got a heater with a thermometer?

Your thermometer should be placed at the farthest point from your heater. Preferably a thermometer that goes inside the tank. If you have a stick on it will pick up ambient air temps and not give you a correct reading. Not to mention the insulation from the glass. remove your thermometer and put it into cold water. if it doesn't change or move, it isn't working.

To test your thermometer dip it in ice and see if the reading is right. Then hold it in your plam and see if the reading is right again.

If you have a heater, I would advise that you put the heater near an outlet of a filter or pump. This will enable the heat produce by the heater to be circulated and distributed throughout the tank. If you don't put your heater in a fast flow area, you will get uneven or localised heated area which isn't very good especially for top water fishes since the heated water rises and stay on the surface. If you have localised heated spot your thermometer place in a lower part of the tank might not register any changes.

As for thermometer, you should put it near where your fish tends to hangout. If your tank has good water circulation then it will not make a difference where you put your thermometer as the reading should be same throughout.

you should buy a separate in water thermometer. i put mine up front in the center, or where the fish occupy the tank the most.

your thermomiter might be in a not well circulated area or your heater wasnt ajusted enough to notice a difference. there could also be a draft in the room. try moving it around the tank. put the thermomiter in a well circulated corner. i have my heater by the filter so the heat is circulated through the tank.
