They are both really competitive, but of course you have a chance. Concentrate on writing a good personal statement and make sure you get good letters of recommendation from your current professors. Take the time to chat with the people writing your recs and make sure they know all of your strengths and understand why you would make a good fit at either school.

For a transfer student that might work. It depends on your SAT scores. A JC 3.7 is a lot different than a HS 3.7. Extracurriculars help, especially with the new review process. I'd say you have a good, but not great, chance. You should also consider some of the other UC schools. Typically they break down like this:
Top Tier: UCLA, Berkeley, San Diego
Middle Tier: Davis, Santa Barbara, Irvine
The Rest: Santa Cruz, Riverside, Merced
Any will give you a great education and are looked at favorably by graduate and professional schools. Make sure you give yourself the best chance and apply to as many as possible.

To be quite honest: yes. (lol)
Of course, admissions can be wildly unpredictable at any university, but you have a good GPA and are involved in ECA's.
Either way, best of luck!

Both have many more applicants than openings--so, apply, but also apply to another school as a backup, just in case!

If they are both state schools and you're instate, you really have almost nothing to worry about. So go for which one you want to go for... or apply to both and turn down one so that you can keep your options open
