Depends on how far you want to travel but you may want to look at Livermore, Pleasanton, San Ramon and maybe Antioch and Concord. Fremont is nice but I doubt you will find a place in your budget. Too many parts of Hayward have a lot of crime. Good luck.

the east bay is a very large area. you don't really mention where you are working. So that could mean anything from Richmond, Berkeley, oakland, concord, pittsburg, all they way out to brentwood. Cheapest bets are out in the far east bay in antioch area, but I really do not like it there. Not the best for crime and is a very large commuter town. it could take you over an hour to drive to SF in commute traffic. i personally like the walnut creek, pleasant hill area myself.
check out apartments.com for rentals available throughout the bay area. you can enter whatever criteria you have including max rent.

For the amount you want to pay - you might get a STUDIO in Walnut Creek or Lafayette ...
You could probably get a one bedroom in Martinez.
There is public transportation available in these areas.
If it were me, however ... I would go to Fairfield. I like it up there, it's warmer than the areas right around the bay, it's got lower crime, is less expensive ... but it is farther, and you would have to pay a bridge toll.
However, you can take a bus from Vallejo to BART, and ride the train every day.

According to CNN the place with the lowest crime is San Ramon, mostly because you can't really get there with public transpertation. It's a 40 min commute to Oakland though.
Walnut creek is 25 min to Oakland, very nice town, $1000 is not too unreasonable, I have a two bedtroom for $1150, it's worth it.
Check Craigslist.com that's where I have found my places.
There are a few places in Laffiette, it's high class then Walnut creek, though there are not as many stores, though it is 15 min from Oakland ($2.00 on Bart). The appartments are still cheap though, it you can find them, check it out.

Might try San Leandro, Hayward, Union City, Fremont, El Cerrito... If you don't mind getting farther out Pleasant Hill or Concord might work too. These are all pretty safe areas, but it could be hard finding one bedrooms for under 1,000. I wouldn't stay in Richmond, I don't see listings for the safer parts of Oakland in your pricerange.See what Craigslist has to offer:

I would try El Cerrito, convienent to BART or Berkeley, or Alameda.
Alameda is very nice, just stay central or East Alameda. Very nice town to walk around with lots of quality shopping and nice family environment. Close to SF (20 minutes by Ferry) and close to Oakland, but not too close. :)
