Create a new e-mail account with co-workers boss' name on yahoo or something and send it to her work e-mail address all day with random messages. You could include links about stealing in the workplace, make references to the employee stealing, etc... ; this may straighten out the problem a bit!
Use the computers at your local library.

My last job was a managerial job. If I caught someone stealing....terminated. Even if not a managerial position, yes I would have reported it.

no because trust me they will find out you told. You can't trust anyone to keep a secret these days plus if your boss wanted the person fired, he would have to prove how he found out about the thief and that means naming names, you don't need thae kind of trouble that could bring, the person will be caught eventually if they keep it up.
