Does "all the time" mean? Some say it means "once a day" only. What is your opinion of "all the time"? Let's take a scenario of going to an extremely populated place of young people like the mall for instance. Other scenarios are welcomed.

To say "all the time" would be up to the individual. "All the time" to me, might be different to someone else. I personally would like that, but I'm a male. If I was a women and said that, then I would basically be saying that people are hitting up on me more then I like. I'm going out on a limb here, but if it's the same person hitting up on me, then I would have to say that person has a crush on me, but if it's many strangers hitting up on me, then maybe I should look at the way I'm dressed. Granted, I can wear anything I like or want to, but certain clothing, WILL bring on certain responses. I love leather and riding motorcycles, but I know from experience that people treat me differently depending on whether I wear leather or a suit. It's not only the dress that effects the way people treat us, and it's probably most how we conduct ourselves out in public. I know that when I wear a suit, people treat me with much more respect, then in leather with tattoos showing. As for "all the time", it could mean once a day, once a week or even several times a day, it's all up to the individual as to what that means. To me, it's more then they like. Then, too, what does the person mean by hitting up on. I know that sometimes women are hit up on so many times, that when someoine gives them a compliment, they think their being hit up on, but if a guy says he likes her hair style...he should be looking at her hair and not other places.
