I've seen two type of hiring managers previously: Those that are impressed with letters after your name and those that are not. Letters can also include things like AA, BS, MS, for various degrees. For example, when working for a small company, the hiring manager weighed more on the experience level of the applicants than the degrees or certifications behind their name. However, U.S. Government cares about both - yet has it's own pitfalls. They sometimes (even oft times) rely on who you know... Of course, that also works in the commercial sector as well. However, I've heard of people going from never working in the Government to being a GS-15 just because of who they know.
I think it matters on what type of person you interview with as to whether they will hire you because of the certifications and/or degrees that you have or if they want the experience along with such accolades. Remember, if you're called in for an interview, the client you are interviewing for already feels that you have the skills to perform the job. Start sending your resume around and see what type of responses you get. If you get a lot of people calling to schedule an interview with you, it's a real good indicator that your certifications vs the position (and experience) you are applying for is a good match.
