It depens. If they insist on chopping off peoples hands for stealing, wonderful deterrent it may be, I think we all came a long way to go back to that barbaric practice no matter how well intended.

No way, it doesn't have the diplomacy,resources(meaning war)and prestige to do such a thing.Many nations and people would quickly try to stop this from happening.There is not enough Order to even organize this kind of empire.They would need some kind of alliance and justification as to why it should rule again.
