No, I don't think so. Cheney will be out of office in less than two years. Meanwhile, Libby will serve prison time. And Valerie Plame still draws a paycheck from the CIA, mostly for doing nothing. You can be sure that Libby will take the sword for Cheney and any Congressional investigation will just waste money and create nothing but hot air.
