If I am in a stopped position and turn the wheel I hear a squeaking sound, it also does it over small bumps and when I am turning while in motion. I checked the power steering fliud and it is full, any other ideas?

In my experience, the front end parts are to blame. Ball joints especially. The original equipment chassis parts do not come with greasable fittings, so they need to be replaced.

I have a 99 Ford Escort and it has the same exact problem. I've taken it to dozens of shops and none of them can find the problem. The only answer I seem to get is "That is typical for those cars". I've taken it apart, put WD40 all over it and it remains as a "quirk" of my car.

I know that's not really an answer, but it's helpful to know that there are other people out there with Fords that have that problem.

Spray some silicone lubricant wherever you can find someplace to spray it and hope for the best. The inner workings behind the steering wheel itself are probably making the noise.

Listen to Heather. It is either ball joints and/or tie rod ends. I see it all the time on Fords. They do not have grease fittings.

Could be time for a serpentine belt, it drives the power steering pump as well as other things. That's usually more of a squeeling sound, though.

sounds like your ball joints are dry, you need to have them greased, also you have other grease fittings to your steering system that probably need greasing too, I work on a lot of ford exploders, this is a common ailment with those vehicles, but a little grease makes a difference.
