It goes to the local police. Your cell should route through the closest cell tower and you should reach the 911 call center in that area.

Identify for the operator what area you're calling from or what area you're concerned about.

In the town I used to live in, dialing 911 often connected us mistakenly to Canada. That's all we had to do. It happens often enough that they developed a system to transfer the call or the information.

Hopefully, you have a GPS system in your phone. Global Positioning Satelite and this will call the nearest 911 to your position and let the call be traced to exactly where you are. If you don't have one you better know exactly where you are 'cause they might not.

when you dial 911 from a cell phone, it gets transfered to the precint in which the cell phone tower is that's picking up your signal

I think you dial into a general emergency call bank and when you tell them where you are, they connect you with emergency officials in the area.

Yes. You may not get the exact city you are in, like if you are between cities...but they can route the call.
