Since its considered a very formal occasion, long dresses are the norm. There is no rule stating that you can't wear a short dress; however, long dresses tend to look more elegant, which is a must if you're going to be on the red carpet.

If you are lucky enough to get an invitation to the Oscars you can wear anything that your little heart desires. There are no rules about what you can and cannot due. i don't think jeans are allowed, but there really aren't any rules set by anyone for attendence. people get dressed up as they are going to be shown on TV and they want to look their best. if a woman wants, and it has been done,, it is totally fine to wear a tuxedo.

Absolutely not. Long dresses are considered more "formal" but they are certainly not the only option for the event.
