target mothers with young children - we always need somewhere child friendly to go, all year round. Advertise at toddler groups for a free kids drink with every adult meal or something.

I would recommend nice hot home made soups using herbs. All different varieties.snacks. Something on Toast and if not badly priced goes down a treat. The usual hot drinks plus hot toddies. Do poster and circulate them around the area for travellers to see.

If its a cafe, then it is bound to serve coffee/hot beverages. Push that aspect of it. Have hot teas/coffees on hand. If the product is good, then this gives it an opportunity to speak for itself. This will also make the consumers more apt to try other products the cafe has to offer. (ie...`we also have muffins on sale for the occasion, care to try one?`)

Buy one get one free offers... Jazz quartet/string quartet.... speed dating session.... themed meals (christmas, French, Italian) .... Eating competitions.... OAP day... santa/childrens day...pub style quiz...Winter BBQ (sounds bizarre but is great fun cooking in all your winter woolies - get people talking, too). Display of local art in the cafe. Organised walk with meal included.... There are loads of things you could do. And I've never worked in catering!
